This study aimed to assess the information dissemination of DOH's health emergency management staff on risk preparedness towards a proposed communication plan. Specifically, the study aimed to: describe the participants in terms of age and sex; determine the process of information dissemination from DOH-HEMS to the rural health units and to the participants in District 1 regarding health risk during pre-emergency, emergency, and post-emergency situations; identify the problems encountered by the DOH-HEMS in information dissemination during pre-emergency, emergency and post-emergency situations; identify the problems encountered by the participants in the District I in information dissemination before, during, and after emergencies and disasters; measure the effectiveness of Health Emergency Management Staffs information dissemination as perceived by the participants; and lastly, propose a heath communication plan that can further improve the information dissemination of DOH-HEMS on emergency management and health risk preparedness based on the perception of the participants. This study utilized the descriptive evaluative case study design. Descriptive evaluative case study design attempts to describe, explain, and interpret the present conditions of the target participants as well as assess the effectiveness of the DOH's Health Emergency Management Information Dissemination in selected residents of the towns in District 1 of Cavite. Based on the findings, the demographic profile of the participants in terms of age ranges from 17 to 80 years old, whereas majority of them are female. The study showed the process of information dissemination of the DOH Health Emergency Management Bureau starting from the national level down to the regional level to the provincial level and then down to the rural health units and to the barangays. Constant communication with each agencies and department are practiced to fully take action and respond to the health risks brought by disasters and emergencies. In addition, trainings, seminars, and communications materials are delivered from national level down to its grassroots particularly on the residents of District I. Based on the overall results of the survey conducted to the 400 respondents of Rosario, Noveleta, Kawit, and Cavite City, it appeared that the information dissemination of the DOH Health Emergency Management Staff is perceived by the public. Therefore, as part of the scope and limitation of the study, no communication plan is produced since the final result revealed that the information dissemination is effective.
