The general objective of the study is to determine the monthly family income of the respondents; to know the level of competence of the respondents in terms of communication skills, interpersonal relationship and empathy; to find out the level of moral judgment of the respondents; to know if there is a significant relationship between the monthly family income and competence of the respondents; to know if there is a significant relationship between the monthly family income and moral judgment of the respondents; and lastly to determine if there is a significant relationship between competence and moral judgment. The study used a descriptive-correlational design. And a purposive sampling was used in selecting the respondents that represented the population of the subject. 30 respondents were asked to answer a 40 item self-made self-administered survey questionnaire that went through pretest and post test to determine its reliability and validity. Answered questionnaires were analyzed and statistical tested. Results shows that most juvenile delinquents came from poor families but are capable enough to survive in the society despite their ability to determine which is right and wrong. Results also confirmed that there is no significant relationship among monthly family income, competence and moral judgment, although empathy showed relationship to monthly family income. Since most of these delinquents are poor, they are able to survive in the society because the probability that they have the same environment is great. They also have good communication skills because it is used for their way of earning a living
