This study was conducted in Cavite from November 2015 to February 2016 to determine the effects of PCLEDO's programs to the efficiency and profitability of selected micro enterprises and cooperatives in Cavite. Specifically, the study aimed to l . determine the socio-economic characteristics of micro enterprises 2. determine the micro enterprises and cooperatives availing the programs of (PCLEDO); 3. determine the level of effectiveness of the programs provided by PCLEDO; 4. determine the relationship between the socio-economic profile and the level of effectiveness of the programs of PCLEDO; 5. determine the rate of efficiency and profitability of the selected micro enterprises and cooperatives; 6. determine the relationship between level of effectiveness of the programs of PCLEDO to the efficiency and profitability of the micro enterprises and cooperatives; 7. determine the effects of the PCLEDO programs to the efficiency and profitability of selected micro enterprises and cooperatives in Cavite; 8. determine the problems encountered by micro enterprises and cooperatives related to their business operations; and 9. determine the problems encountered by micro enterprises and cooperatives in accessing the programs offered by PCLEDO. A total of 100 respondents participated in the study composed of 87 micro enterprises and 13 cooperatives. The participants were selected from 13 towns in Cavite namely: Alfonso, Amadeo, Bacoor City, Dasmarinas City, General Trias, Imus City, Indang, Mendez, Naic, Silang, Tanza, Trece Martires City and Tagaytay City, Cavite from November 2015 to February 2016. Purposive sampling and descriptive statistics was used in the study. Pearson correlation was used to determine the significant difference between socio-economic profile and level of effectiveness; it is also used to determine the significant difference between level of effectiveness and rate of efficiency and profitability of the micro enterprises and cooperatives. Based on the results only the amount only the amount of capital has a significant relationship to the socio-economic characteristics of the selected micro enterprises and cooperatives. While business development and technical assistance program has a significant relationship to the efficiency and profitability of the micro enterprises and cooperatives. Among the four programs of PCLEDO, business development is the most accessible for the micro enterprises and cooperatives. This program has benefited all of the cooperatives and majority of the micro enterprises in the study. While fund sourcing was accessed by the least number of participants, but it was the most effective among the programs. Lack of finance and market information is one of the major problems that micro enterprises and cooperatives encountered on their business operation. In terms of accessing the program of PCLEDO other problems such as ineffective information dissemination became the majority problems that encountered by micro enterprises and cooperatives.
