The study was conducted to know the impact of limiting the funds to the students; to find any other provisions that mandates in giving scholarships and; to determine the alternative ways that students are doing to be able to continue their studies despite of the limited funds that support their studies. The scope of the study was limited to the students of Cavite State University, Indang, Cavite who were composed of at least 10% of the participants, specifically the scholars from the school year 2014-2015 (second semester).
The researcher used the descriptive narrative method of research in which it described and analyzed the data that were gathered. In terms ot the impact of the limitation of tunds, majority of the participants were affected by the implication of DBM Circular letter No. 2015-1. Almost all of them experienced having a lessened financial assistance. In the provisions that mandate giving of scholarship, there were many provisions that could be found in the 1987 Philippine Constitution and in the Education Act of 1982 and Pantawid Pamilyang Pilipino Program Act of 2010.
Majority of the students did alternative ways to Support their studies. In conclusion, the majority of the students were affected by the Department of Budget and Management Circular Letter No. 2015-1.
