The study determined and compared the public policies on housing, social services in the Republic of Italy and the Republic of the Philippines; characteristics of health care, cash benefits and housing policies and programs; and the strength, weakness, opportunities, and threats of the housing and social services programs for the elderly of both countries. This comparative study was conducted from November 2018 to May 2019. Secondary data were gathered from the records and other documents of the selected libraries and the official websites of the concerned agencies and organizations. Frequency count was used to analyze the collected data. The Republic of the Italy had no specific law dedicated only for the senior citizens, but had a National Law that included the welfare of the elderly particularly on health care, cash benefits, housing/residential. The Philippines had public policies, specific laws dedicated to the senior citizens. Both countries had different priorities when it comes to providing the needs of the elderly. Italy prioritized the provision for long term care while the Philippines focused on providing accessible health care services.
