The study was conducted in the selected Barangays of the Municipality of Alfonso, Cavite such as Buck Estate, Luksuhin Ilaya, Palumlum, Santa Teresa, Sicat and Upli. Specifically, this study aimed to 1. Determine the demographic profile of the respondents; 2. Identify the assessment of the functions of Sangguniang Kabataan as the young leaders the community; 3. Identify the programs of Sangguniang Kabataan in the selected barangay in the Municipality of Alfonso, Cavite; and 4. Identify the assessment of impacts of Sangguniang Kabataan to the youth participation in SK Federation programs in cooperation with the local government. Descriptive Research was used in a study, Formal Interviews, Online and Printed survey among participants were used to gather pertinent data. The community had 32 barangays, but only 6 barangays and 306 youths were included as participants in the study. Participants were grouped into three: 18-20 yrs old, 21-22 yrs old, and 23-24 yrs old. There were a lot of female youth participants, with their age ranges 18 - 20 years old, and majority are from barangay Buck Estate. The function of Sangguniang Kabataan shows that the net agreement rating is 38.01% and interpreted as "Good". It explains that the function of the Sangguniang Kabataan of their barangay had a positive impact on the youth participants. When it comes to the programs that the Sangguniang Kabataan conducted, the School-Supplies distribution/assistance under the Educational programs got the highest number of youth participation in the selected barangay in the Municipality of Alfonso that the youth benefited. The impact of Sangguniang Kabataan to youth participation in SK Federation programs and Local Government shows that the net agreement rating is 46.11% and interpreted as "Good"and it helps them to be socially and politically active as well as it impacts their growth and development. Also, the result of an assessment on Programs of SK Federation and the Municipality of Alfonso shows that the net agreement rating is 51.96% and interpreted as "Very Good". It explains that the impact of the Sangguniang Kabataan to the youth participation on the SK Federation programs in cooperation with the Local Government had a positive impact and most of them participated in the said programs.
