The study was conducted to evaluate the performance of the barangay SK Chairman in Imus, Silang, Tagaytay, Maragondon, Noveleta, Amadeo, Magallanes and General Emilio Aguinaldo. Specifically, the study aimed to: describe the personal characteristics of the barangay SK Chairman; identify the plans and targets during the three years of their incumbency; determine the percent of compliance or accomplishments in relation to their plans and targets; and identify the problems encountered in implementing youth programs in their barangay.

A total of 80 barangay SK Chairman were interviewed using the structured interview schedule.

Forty-six percent of the barangay SK Chairman are nineteen (19) years old. Out of the 80 respondents, 54 percent are female and all of them are single. A large portion of the total respondents (74%) attained college level.

The conduct of Clean and Green programs, basketball and volleyball leagues and development of Basketball Courts were the most common plans and targets of barangay SK Chairman during the three years of their incumbency.

Data revealed that the barangay SK Chairman was able to accomplish most of their plans and targets for the period January 2008 to December 2009. The top three accomplishments were the conduct of basketball and volleyball leagues, Clean and Green programs and development of basketball courts.

Thirty-eight percent of Secretaries of SB and MLGOO-DILG gave an Outstanding (O) rating to the barangay SK Chairman in terms of regular participation in the meetings of SB. While 44 percent gave Very Satisfactory (VS) for their participation in programs and another 44 percent gave Very Satisfactory (VS) rating for their regular participation in the SK meetings in their respective barangays.

Thirty-eight percent of the Secretaries of SB and MLGOO-DILG gave Satisfactory (S) rating to the barangay SK Chairman in terms of planning programs which are mandated. Forty-four percent gave a Very Satisfactory (VS) rating for their proper consultation and 56 percent gave an Outstanding (O) rating for their submission of Development Plans.

Thirty-one percent of the Secretaries of SB and MLGOO-DILG gave an Outstanding (O) rating to the barangay SK Chairman in terms of utilization of funds. Thirty-eight percent of the evaluators gave an Outstanding (O) rating for the accomplishments of programs in relation with the plans and targets and 38 percent gave Very Satisfactory (VS) rating for the submission of their reports.

The most common problems encountered by the barangay SK Chairman in fulfilling their duties and responsibilities were lack of time because of schooling, lack of active participation of SK members and lack and delay of the release of funds.
