This study generally aimed to develop an adult moral values scale and test the psychometric properties and norm of the Panukat ng Pagpapahalagang Moral (PPM), an indigenous Moral Values Scale, to adults specifically public utility drivers.. The researchers utilized a descriptive correlational design for establishing the psychometric properties and norm of PPM. Descriptive method was used to describe the different variables in the study, while the correlation was used to determine the relationships between the test-retest of moral values scale and work values. Stratified proportional random sampling was used for the public utility drivers. Also, the researchers were able to determine the potential sample size of respondents needed in this study through the use of slovin's formula.

Public utility vehicle drivers, specifically tricycle and jeepney drivers comprised the population of this study. Results showed that the scores obtained by the adult drivers explain that the PPM's test-retest correlation coefficient is moderately related but highly significant. On the other hand, results of the Cronbach's alphas revealed that the test and retest results show strong consistency. Likewise, validity analysis of PPM and FWVS showed that the scale is not concurrently valid but could possess discriminant validity. Norm for drivers was established as to z score, stanine and percentile.
