The important principle of human development is for people to enlarge their choices, to realize their potential, and to enjoy the freedom to lead lives they value or have reason to value. Equal opportunities in all spheres, for all people, women and men alike, are at the heart of the human development. Cavite State University main-campus is a huge university with vast number of employees including educators. Self- assessment for gender inequality will help promote and achieve equal opportunity to grow and realize their full potential. Developmental research was used in the study, and followed Define, Measure, Analyze, Design and. Verify (DMADV) method as its research methodology. The primary source of data was the Cavite State University main-campus educators because they are the users of the webpage. There were fifty (50) participants for the evaluation of the website with 25 male and 25 female educators of the university. Based on the result of the study, majority of the participants preferred to have a system instead of manual written survey questionnaire for identification of gender equality and inequality. The problems encountered among others were poor monitoring, unavailable measurement of inequality and equality based on the activities, unavailable measurement of inequality and equality based on access and control and unavailable measurement of inequality and equality based on decision-making.
After the researchers identified the problem, it was converted into customer requirements which served as the basis for the development of online system toolkit. The result of the study revealed that in terms of effectiveness, efficiency, satisfaction and usability factors, they were all rated excellent as the system's aspect and functions.
