The study was conducted from April 2018 to May 2019 at Cavite State University, Don Severino delas Alas Campus, Indang, Cavite to develop Management Information System for Southern Tagalog Agriculture, Aquatic, and Resources Research, Development and Extension Consortium (STAARRDEC). Specifically, it aimed to: 1. develop a system that would manage and organize record keeping; 2. design and develop a system that would automatically update the attendance, create and issue the certificates in the attended seminars and trainings; and 3. develop a system that would automatically generate pertinent reports. In the development of the proposed system, the researchers used various application software technologies such as Hypertext Processor (PHP) as programming language and JavaScript as the scripting language and MySQL as the database technology for storage and retrieval of information and Notepad ++ for coding. The researchers also used Adobe Photoshop and CSS for the design and interface of the system and also Microsoft Office Word 2013 and Power point for the documentation and presentation with Google Chrome as the default browser. The Iterative Model was used and served as their guide in developing the system for the study. It includes eight (8) phases the initial planning, planning, requirement, analysis and design, implementation, deployment, testing and evaluation. The developed system consists of five (5) modules, namely: account management module, organization information module, attendance record module, calendar of activities and report generation module. It has three (3) levels of access such as: the administrator, director consortium and other member institutions. The software was evaluated in terms of its functionality, reliability, usability, efficiency, maintainability, portability and user-friendliness by ten (10) IT instructors, for the technical evaluation, and two (2) staff of STAARRDEC the non-technical evaluation. Based on the evaluation, the system satisfied all the objectives of the study. The summary of the software’s technical evaluation got an overall mean of 4.32 and standard deviation of 0.35 and judged as Excellent. The software’s non-technical evaluation got an overall mean of 4.19 and standard deviation of 0.40 interpreted as Very Good.
