This study was conducted in the five municipalities of lowland Cavite namely; Rosario, Bacoor, Dasmarinas, General Trias and Tanza .The study aimed to (1) identify the nature and status accomplishment of development projects in selected municipalities of lowland Cavite from 1998 to 2002; (2) identify the pending development projects of the municipalities and reason for the delay in the accomplishment these projects; (3) identify the present priority of development projects of selected municipalities of lowland Cavite; and (4) identify the major problem encountered by the municipalities in implementing the development projects. Secondary data were obtained from various sources especially the information about the province. Descriptive method was used in analyzing the data and were presented and analyzed with the use of table and figure. Average percentage and ranking were also used in presenting the data. Most government funds went to construction and infrastructure projects. The largest budget is in Bacoor, Cavite which has an allocation of 81.77% of the total budget for infrastructure projects, 16.10% on education and 2.13 on transportation on the other hand, Tanza ,Cavite utilized 81.69% of it total budget on construction, 16.95 % on the education and 1.36%for the transportation, Dasmarinas, Cavite was 81.13% of the total budget for construction and infrastructure, 16.95 on education and 1.92 on transportation Rosario, Cavite allocated 66.82%of its total budget or construction and infrastructure,30.50% on education and 2.68 on transportation projects. Most of the development planning of each municipality ranked agriculture and transports as their priority. Education ranked third, housing was fourth, while power is the last priority of the municipalities. All the development planners reported that lack of funds, which is provided by the government, is the problem that they encounter when implementing these projects.
