Tepora This study was conducted to determine the effectiveness of the implementation of the Integrated Livelihood Program of Department of Labor and Employment (DOLE) in the Province of Cavite as basis for strengthening the capacity building of the beneficiaries. Specifically, the study aimed to: describe the demographic profile of the participants as well as their profile as DILP recipients; determine the extent of implementation and status of the DILP and its effects to the recipients; ascertain if there is a significant difference in the extent of implementation of livelihood program according to profile and profile as DILP recipients; and in the status and effects of livelihood project according to their profile as DILP recipients; determine if there is a relationship between the extent of implementation and status of livelihood, as well as extent of implementation and effects of livelihood project; ascertain the relationship between the status and effects of the livelihood project; and propose a capacity building program for the beneficiaries to strengthen the DOLE Integrated Livelihood Program. There were 284 participants composed of 185 women, 60 PWDs and 39 senior citizens, from different associations that were assisted by DOLE, who were initially selected using multi-stage cluster random sampling and then thru convenience sampling. The study employed the descriptive-correlational research design while mean, frequency, standard deviation, Mann-Whitney U Test, Kruskal Wallis H Test and Spearman's correlation were used to analyze the data. Majority of the participants belong to the middle-aged group, women, married, and high school graduates. More than half (51.1%) availed of the food processing livelihood assistance. Most were implementing the livelihood project for two years and received a grant amounting to Php 500,000.00 and up. The implementation of livelihood is to a very great extent in terms decision making capacity and entrepreneurial capabilities. The participants perceived the effects of the livelihood program as "very high". Most of the associations interviewed do not have written policies and guidelines for financial and their organization. Significant differences were noted when participants were grouped according to type of livelihood, educational attainment, role in the organization, classification of livelihood, years of implementation, amount received and type of beneficiary. Significant relationships were also identified between the extent of DILP implementation and status of livelihood program and effects of the livelihood project in the lives of the participants. Based from the results of the study, a capacity building program was drafted which may be integrated to the plans of the department to ensure that the livelihood grants given to the recipients are being implemented with continuous quality and could be instrumental to the attainment Of the desired outcome of the DOLE Integrated Livelihood Program in the Province of Cavite.
