The study was conducted from September 2018 to May 2019 to determine and analyse the Flood Disaster Risk Reduction Management Plan and Prevention Mechanism between Japan and the Republic of the Philippines. Specifically, the study aimed to determine the Disaster Risk Reduction Management plan and Prevention Mechanism of Japan and the Republic of the Philippines from year 2011-2017; determine the Organization and Agencies involved in the flood disaster risk reduction management plan and prevention mechanism between Japan and the Republic of the Philippines; determine the similarities and differences on flood disaster risk reduction management plan and prevention mechanism between Japan and the Republic of the Philippines from year 2011-2017; and determine the agreements of Japan and the Republic of the Philippines on flood disaster risk reduction management plan and prevention mechanism and its implications. Secondary data and related studies were gathered from institutions such as National Disaster Risk Reduction and Management Council. Additional data were gathered from online sources. The information regarding Flood Disaster Risk Reduction Management Plan and Prevention Mechanism between Japan and the Republic of the Philippines were obtained through descriptive research. Qualitative approaches were applied to compare the Flood Disaster Risk Reduction Management Plan and Prevention Mechanism between Japan and the Republic of the Philippines. Due to limited financial resources, most of the information were gathered through online resources. The result of the study shows that flood was the leading natural disaster in the Republic of the Philippines and Japan due to numerous typhoons entering both countries every year. However, there were more reported flood events in the Republic of the Philippines from 2011 to 2017. But, the typhoon was still the primary disaster in the country with an average of twenty typhoons entering the Philippine Area of Responsibility every year. The total number of casualties by flood disasters from 2011 to 2017 in the Republic of the Philippines was also higher than Japan.
