This study was primarily conducted at Cavite State University-Main Campus from November 2017 to November 2018. This study generally aimed to develop a time monitoring device and design a parking system for the University. Specifically it aimed to: (l) analyze the existing parking system; (2) determine the problems encountered by the existing parking system of the university; (3) specify the necessary procedures in the design and layout of parking spaces; (4) develop a proposed parking system for the university; (5) define the procedures in the development of a time-monitoring device; and (6) determine the characteristics of the time-monitoring device in terms of: accuracy; reliability; and aesthetics. Developmental and descriptive research design was used in the study. In order to achieve the objectives, the researchers followed the Define, Measure, Analyze, Design and Verify (DMADV) technique as its research method. The researchers gathered the data by means of questionnaires and interviews to the private vehicle owners. The researchers also surveyed the current parking areas in order to measure its dimensions that was used to compute the design of the proposed parking spaces. The existing parking system in the university includes non-layout parking areas and no limit time duration in parking. Problems encountered in existing problems were categorized into three main problems: poor layout, poor security and vehicle-related problems. The measurements and dimensions of parking areas and the type of cars to be parked were determined and used in the computations of parking layouts. Time-monitoring device was developed and included in the proposed parking system for the University. In the development of the device, the materials such as wires, breadboard, led light, charging port and module, switches, LCD display, DS 1302 RTC, battery, vibration motor and buzzer and Arduino pro micro were assembled and programmed. Fifty random private vehicle owners evaluated the device in terms of accuracy, reliability and aesthetics and the proposed parking system. The results showed that the accuracy and reliability of device was excellent and satisfactory in aesthetics while the proposed parking system was good.
