Blended learning is a newly implemented learning program mandated in universities in the Philippines. It consists of different modes of learning methodologies, like synchronous-online learning with instructor supervision, and asynchronous mode, where students are expected to learn by themselves. Having been used to the traditional face-to-face learning, students are faced with the question of whether the blended learning program meets the definition of an effective and efficient learning method for the sake of their learning. With that, this study examined the educational quality for the academic year 2020 to 2022 of the Department of Accountancy of the College of Economics, Management, and Development Studies of this University. Specifically, this aimed to describe the sociodemographic characteristics of BS Accountancy students, their capabilities of participating in blended learning program, the effectiveness and efficiency of the synchronous and asynchronous blended learning program as well as compare methods of learning as to time, cost incurred, practicality, and the like with the students' academic performance. Lastly, this also described the views and insights of students about blended learning programs. The study was conducted from September 2020 to June 2022 at the Cavite State University Don Severino de las Alas Campus via an online platform using a quantitative method. A total sample of 117 student participants was chosen through a stratified random sampling method to answer a two-phase survey. Based on the findings, BS Accountancy students are generally dominated by females and there is a gradual decrease in the number of students as evident with the number of remaining sections. Students are in the neutrality of whether they are capable of attending the learning program. Some also considered blended learning program as effective and efficient, while others mentioned otherwise. In terms of what learning method possess better qualities, students perceived that face-to-face learning is more effective and efficient than blended learning program. When it comes to students' performance, results revealed contradicting results for second and third-year students, with the former having lower grades when blended learning program started, while the latter had the exact opposite. Perceptions of what can be done to improve blended learning program showed different learning techniques and activities, like having recorded videos, lesser workloads, and following designated class schedules, but students generally cannot give any suggestions for they are our with the perks of having face-to-face learning. Since the study provided a descriptive view of the academic qualities of the blended learning program, no conclusive statements can be drawn from the findings. It is, therefore, recommended to conceptualize a new study that will further enrich the findings.
