The construction sector has this complex initiation, planning, execution, and performance, which emerges from the change of either work, budget, schedule, or addition or reduction in the initial plan. Despite having a precise plan from the start, changes can still be a challenge throughout the construction of a project. According to Khalifa W.M.A (2019), in a study entitled "Causes of Change Orders in Construction Projects," a Change Order is a written order to the contractor signed by the owner and then issued after accomplishment of the contract, permitting a change in the scope of work or any adjustment in the initial contract sum or initial contract time. In the Philippines, literature about Change Orders was considered to be trivial. This research study covers the comparison regarding change orders in the construction projects in Cavite. This research study aims to study and discuss the causes and effects of change orders in public and private construction projects in Cavite, determine the practices for change orders, and identify the differences based on the perception of the causes and effects of Change orders. And recommend an alternative course of action that will possibly reduce the issues related to Change Orders in Construction. Results from the study show that the most common causes of Change Orders in private and public construction projects in Cavite were Client related causes and External Factors. At the same time, the effects revolve around the Time-Schedule related effects and Expense related effects. Also, results show a significant difference in the perception of both the public and private sectors with the causes and effects of Change Orders. However, the second hypothesis is true that there is no significant difference in the perception of contractors, consultants, and clients regarding the causes and effects of Change Orders. This research study also provides a framework for managing change orders in construction projects.
