The study was conducted in the third district of Cavite to determine the socio- demographic characteristics of Municipal Health Officers; identify the human, physical and financial resources of the rural health units, identify the services provided by the Municipal Health Units; determine the services availed by clients in 2009; and identify the problems encountered in the implementation of health services in the third district of Cavite. Primary and secondary data were obtained from the Municipal Health Office, Provincial Planning and Development Office and Municipal Budget Office. Descriptive statistical tools such as frequency count, mean, average, percentage and ranking were used in analyzing the data. Majority of the Municipal Health Officers were middle aged, female and married. All of them were Doctors of Medicine and had attended various professional training programs. All the Municipal Health Units in the third district of Cavite have one each of rural health physician, rural health dentist, public health nurse, rural sanitary inspector, medical technologist, ambulance driver and several midwives. In addition, the first and second class municipalities have dental aide and clerk. Almost all of the Municipal Health Units housed in a bungalow-type buildings except in Silang which occupies a three-storey buildings. These buildings have lobby or waiting room, comfort rooms, examination or treatment room and TB DOTS clinic. All Municipal Health Units have laboratory rooms except in the municipality of Alfonso. The common medicines available for the clients include: antacid, anti-arthritis, anti- asthma, antibiotics, anti-TB, hematinic and vitamins. All Municipal Health Units have available transportation facilities and a total budget of PhP42,323,115.69 for calendar year 2009. The most availed of health services were consultation, immunization,, tooth extraction and urinalysis. The most common problems met by the Municipal Health Officers in the third district of Cavite include; inadequate budget, lack of personnel, lack of health facilities and lack of appropriate technology.
