The study was conducted to identify the solid waste management programs implemented and the budget allocated to the implementation of solid waste management programs in the municipalities in lowland areas of Cavite; determine the implementation process adopted by the barangays in the municipalities in lowland areas of Cavite in participating in solid waste management; identify the problems encountered in the implementation of solid waste management program in municipalities in lowland areas of Cavite; and identify the plans of the implementers to resolve the problems in the implementation of solid waste management in the municipalities in lowland areas of Cavite. The study was conducted in five most populated lowland municipalities/cities in Cavite, namely: Bacoor, General Trias, Imus, Rosario, and Tanza. A total of 100 household participants and five Municipal/City Environment and Natural Resources Officer (M/CENRO) were interviewed using a prepared questionnaire. Data were analyzed using descriptive analysis and Political, Economical, Social, Technological, and Environmental (PESTE) analysis. The study showed that the lowland areas of Cavite namely: Bacoor City, General Trias, Imus City, Rosario and Tanza, implement the solid waste management program which is based on the old policies with regards to R.A. 9003 or the Ecological Solid Waste Management Act of 2000. This includes waste collection, waste segregation, waste transfer and transport and waste disposal. The budget allocated in the operations of solid waste management in these municipalities and cities differ remarkably in the manner of their waste disposal. The municipalities of General Trias, Rosario, and Tanza as well as the cities of Bacoor and Imus adopt the solid waste management implementation process which starts in segregation in households, then waste collection done by the garbage collector and thru use of dump trucks the garbage collected will be tranferred to the centralized materials recovery facility where all reusable matter will be recycled, and all the residuals will be brought and dumped in a controlled dumpsite or a sanitary landfill. Majority of the locals of Bacoor City, General Trias, Imus City, Rosario, and Tanza practice segregation of waste and wait for their garbage to be collected by the garbage collectors. Others practice burning and burying of mixed-up garbage in their backyard. The common problems that the implementers encountered in the implementation of solid waste management were: lack of cooperation, low level of awareness, lack of initiative in segregating solid waste, and undisciplinary acts of some of the residents; lack of facilities and; defeciency of budget for facilities especially in establishing a materials recovery facility. The household participants also acknowledged the following problems: (1) lack of community participation and cooperation; (2) irregularities in the schedule of garbage collection; (3) lack of strict implementation of solid waste management in the community; (4) lack of facilities; and (5) lack of knowledge and information regarding solid waste management. | |
