The study was conducted on December 2015 to January 2016 to measure the entrepreneurial intention and capabilities of rank and file employees in five selected first-class municipalities of Cavite, namely: Alfonso, lndang, Kawit, Naic and Silang. Specifically, it aimed to: 1.) identify the socio-demographic profile of rank and file employees in selected municipal offices, 2.) determine the level of entrepreneurial intention of rank and file employees, 3.) determine the level of entrepreneurial capabilities of rank and file employees, 4.) ascertain the relationship of socio-demographic profile and entrepreneurial intention of rank and file employees, 5.) ascertain the relationship between socio-demographic profile and entrepreneurial capabilities of rank and file employees, and 6.) ascertain the relationship between entrepreneurial intention and entrepreneurial capabilities of rank and file employees. A survey questionnaire was used to gather data from the 249 rank and file employees from five municipalities. The data were analysed and presented using frequency count, percentage, mean, standard dev Rank Correlation Coefficient. The participants were composed of 39 percent male and 61 percent female ranged from 22 to 62 years with an average of 43 years. Majority of the respondents were married, college graduate and with clerical positions. Most of them were in the service at on, chi-square test and Spearman for 12 to 22 years and receiving an estimated monthly net income that ranged from P9,000 to P16,999 including the income-generated outside their work. The level of entrepreneurial intention of rank and file employees was high. They also have high entrepreneurial capabilities. Only the length of service and estimated monthly net income were found to be significantly related to entrepreneurial intention. On the other hand, estimated monthly net income was found to be significantly related to entrepreneurial capabilities. Positive correlation existed between the two variables which were the entrepreneurial intention and capabilities. If the respondents have high entrepreneurial intention, they also have high entrepreneurial capabilities.
