Assessing the CDRRMO for response amidst covid-19 pandemic is one of the most important especially in terms of pandemic. In this study the main objective is to determine the assessment in response of CDRRMO of Trece Martires City amidst the Covid-19 pandemic based on the following indicators: Institutional arrangements; Leadership; Knowledge; and Accountability. Also determine the challenges encountered by CDRRMO officials of Trece Martires City in response amidst covid-19 pandemic in terms of: Program management; Financial Management; Procurement and Supply Management; and Monitoring and Evaluation. This study focuses on determining the assessment in response to the CDRRMO of Trece Martires City amidst the Covid-19 pandemic. The researchers started formulating their study from the month of September 2021 up to May 2022. This study used Descriptive Analysis method was utilized as the research design of the study. The participants of this study were 30 City Disaster Risk Reduction and Management Office (CDRRMO) officials and were selected using purposive sampling technique. Data gathering was accomplished by the respondents through answering the survey questionnaire using google forms adopted from UNDP Capacity Assessment Tool (2008). Data were analyzed using mean, standard deviation. Results revealed that institutional arrangement yielded as the strongest indicator in Covid-19 pandemic mitigation, preparedness, response, and recovery while leadership as the weakest indicator in Covid-19 pandemic mitigation, preparedness, response, and recovery. Procurement and supply management yielded as the biggest challenge in the local capacity strengthening for response in building resilient communities amidst covid-19 pandemic while the program management as the least challenge in the local capacity strengthening for response in building resilient communities amidst covid-19 pandemic. Finally, the researchers recommend a local capacity development program in building resilient communities amidst covid-19 pandemic which includes three core strategies. The researcher recommends that in the next study may use a mixed method to give more reliable and valid findings. Also, the researchers recommend that they need to increase their respondents to the next study. The researchers recommend enlarging their study in other municipalities and the city of Cavite.
