Cresino. <br/>A study was conducted to determine the implementation of Gender and <br/>Development programs in the Local Water Districts in Cavite. Specifically the study aimed to determine the characteristics of Local Water Districts, determine the socio-economic characteristics of the GAD focal persons, determine the GAD programs/projects/activities implemented, determine the budget allocation and actual expenditures for GAD programs/projects/activities, and identify the problems encountered in the implementation of GAD programs/projects/activities. The study was conducted in 10 Local Water Districts in Cavite from January to May 2017. Data were obtained through personal interviews with the 10 GAD focal persons using an interview schedule. Data were analyzed using frequency, count, mean, range, percentage, and rank. Most of the Local Water Districts in Cavite have been in operation for 30 to 37 years. The number of employees of the Local Water Districts in Cavite ranged from 19 to 128 with an average of 69 employees and had 3,000 to 43,000 concessionaires. Majority of the water districts had an operating capital within the income bracket of 6 to 403 million pesos and had a net income of 4 to 45 million pesos. Most of the participants were within the age bracket of 31 to 40 years old, female, college graduate, and held a position of Human Resource Industrial Relation Officer. Majority of them have attended training and seminar about Gender Sensitivity.<br/>The GAD programs/projects/activities were grouped according to its target beneficiaries and were focused on social development services. In 2015, seven Local Water Districts were able to implement GAD programs/projects/activities. In 2016, nine were able to prepare and implement GAD programs/projects/activities. Nine out of ten Local Water Districts in Cavite reported their GAD budget and most of them had not utilized 100 percent of their GAD budget. Lack of awareness about GAD planning and budgeting, lack of knowledge in the operation, insufficient number of vehicles to use, and inability to integrate GAD perspective were the foremost problems encountered in planning and implementation of the GAD programs/projects.<br/> |
