LANZAGA, CHARLENE B., PACION RADEL C., TIBAYAN and IVAN KENNETH L. Assessment of the Implementation of PNP’s “Oplan Tokhang” in District 6, Province of Cavite. Undergraduate Thesis. Bachelor of Science in Criminology. Cavite State University. May 2018. Thesis Adviser: Dr. Susan G. Tan.

The study was conducted from December 2017 to April 2018 to assess the implementation of PNP’s “Oplan Tokhang” in District 6, Province of Cavite. Specifically, the study aimed to determine: the level of implementation of “Oplan Tokhang” of the PNP in terms of strategy, coordination and number of persons arrested and surrendered; the problems encountered by the Philippine National Police (PNP) in their “Oplan Tokhang” in terms of administrative implementation and operational implementation; and the significant relationship between the level of implementation of “Oplan Tokang” of the PNP and the problems encountered by the PNP in their “Oplan Tokhang” in District 6, Province of Cavite.

Stratified random sampling technique was used in this study. It is composed of 290 barangay officials with five officials in each barangay with the higher rank (barangay captain, secretary, treasurer and two barangay councilors) and 114 police officers with different ranks, in District 6, Province of Cavite. The instrument used in the study was self- made and validated questionnaire. The first part of the questionnaire was to assess the implementation of “Oplan Tokhang” of the PNP in District 6 of the Province of Cavite.

The second part was to seek problems encountered by the PNP in the conduct of “Oplan Tokhang” were utilized to gather the needed data.

Based on the result of the study, in term of strategies on the level of implementation wisely and performed by the police officers in majority of the strategies, while the police officers inviting all suspected drug users to undergo drug testing receives the lowest mean of 4.43. It implies that suspected drug users were reluctant when asked to undergo drug testing.

In terms of coordination on the level of implementation of PNP’s “Oplan Tokhang”, the police officers getting along with fellow personnel, cooperating and respecting the rights of other personnel had a highest mean of 4.86 when it comes to coordination. It shows that the police officers are well-coordinated and do not have a hard time to deal and community members when it comes to the implementation of PNP’s “Oplan Tokhang”, it comes on the number of person arrested and surrendered. This may mean that the persons who surrendered voluntarily to undergo program under “Oplan Tokhang” were cooperative in the war on drugs. The police officers accepting suspected drug users and pushers that had surrendered to undergo programs under Oplan Tokhang had a lowest mean 3.36, It revealed that the data of persons who voluntarily surrendered to undergo programs under “Oplan Tokhang” was attainable compared to numbers of suspected drug users to undergo programs under “Oplan Tokhang”.

In terms of administrative implementation on the problems encountered by the PNP, the police officers having no stand alone policy that can solve the problem on drugs had the highest mean of 4.35. It shows that guidelines on the standard operating procedure that was used by the police officers was effective in terms of implementing their policy. The police officers not being reliable in conducting Oplan Tokhang had the lowest mean of 1.30. It shows that the Police Personnel are reliable in conducting “Oplan Tokhang”.

In terms of operational implementation on the problems encountered by the PNP, the police officers having a hard time in conducting Oplan Tokhang because some of the suspected drug users and pushers escape during the conduct of Oplan Tokhang had the highest mean of 3.49. This may mean that the personnel can easily cope up and deal with their problems. The police officers feeling scared because some of the suspects the encountered have guns had the lowest mean of 2.79. It shows that the conduct of “Opla Tokhang” had an effect to the PNP personnel.

There was no significant relationship between the level of implementation of PNP’s “Oplan Tokhang” to the problems encountered by the PNP in terms of administrative
implementation. It revealed that the null hypothesis was accepted. Moreover, there was a relationship between the level of implementation of PNP’s “Oplan Tokhang” to the Problems encountered by the PNP in terms of operational implementation. Overall, the level of implementation of PNP’s Oplan Tokhang in terms of strategies, coordination and number of persons arrested and surrendered has no significant relationship to the problems encountered by the PNP in terms of administrative and Operational implementation.

|
