Costa. <br/>The study was conducted from September 2018 to March 2019 at New Clark City, Capas, Tarlac to establish a design of a disaster management headquarters and facility for the Filipino citizens that will initiate disaster prevention, disaster preparedness, disaster response, and disaster recovery and rehabilitation to develop safer and sustainable Filipino communities. Specifically, it aimed to 1. apply research methods in gathering data; 2. identify appropriate laws, codes and regulations which governs the design of the proposal; 3. apply architectural programming in planning and designing; 4. determine the facility's capacity to serve and accommodate; 5. establish site criteria and design considerations necessary for the facility; 6. establish form concept, design concept and philosophy; 7. develop a master development plan; 8. provide fully rendered presentations including detailed floor plans, elevations, sections and perspectives for the proposal; and 9. provide a flythrough/walkthrough of the proposal. This study will help alleviate the increasing number of deaths caused by disasters and also to strengthen the disaster resiliency by providing a state-of-the-art DRR facility. 'lhe proponents conducted data gathering, site analysis, architectural programming, and conceptualization to establish a firm design approach in planning and designing the project. Site criteria was established considering the location, land use and zoning, accessibility, environmental influences and utilities. They considered the strengths, weaknesses, opportunities, and threats of the site. <br/>They also analyze the sun orientation, wind path, contours, utilities, noise, views, access on site and zoning. Three possible sites were graded according to the site criteria: I. New Clark City: 2. Capas, Tarlac; and 3. Molino, City of Bacoor. New Clark City, which garnered 93% from the site criteria established, turned out to be the most feasible, viable and suitable site for the study. Design considerations were also determined, which includes resiliency, security and safety, orientation, aesthetics and character, laws and standards, technology, circulation and zoning, utilities, accessibility, sustainability, flexibility, parking, and space. The site located in New Clark City has total land area of 5,617 square meters or hectares, which was oriented at N 12 ° W and was zoned by BCDA as institutional. The proponents divided the site into zones namely: 1. Central/Main Building; 2. Rescue Operations Headquarters; 3. Training Grounds; 4. Helibase; 5. Services zone; and 6. Open Spaces. The study consisted of four (4) buildings in total. Materials used were glass, steel and concrete for the structural support and building construction. Prefabricated materials were used for walls. Wood cladding were for its wall finishes. Acoustic panels for walls and ceilings were used for the press conference hall. For the windows, low-e glazed windows and translucent solar windows are used to minimize heat gain of the building and to make use of heat to solar power. The proponents made possible the provision of the said building spaces to achieve the goals of the agency which is to manage disasters in its full potential possible.<br/>
