Bago<br/><br/>The study, “Performance Evaluation of Contractors of Cavite State University System” evaluated infrastructure projects that was implemented in Cavite State University from 2011 — 2018. Contractors were chosen according to the Approved Budget of the Contract (ABC) of one million pesos and above and the availability of files that was provided by the Physical Planning Unit (PPU).<br/><br/>The study aimed to enhance the knowledge of the researchers regarding the evaluation of the performance of contractors in a project, to review past contractor's performance based on accomplishment reports certified by the CvSU Project team, to evaluate contractor’s performance based on specific evaluation instruments, to determine the factors that influence the performance of the contractors and to recommend policy directions to the university relating to infrastructure project implementation.<br/><br/>There were seventeen contractors evaluated under the rules and regulations of RA 9184, otherwise known as the Government Procurement Reform Act. From the chronology of events presented, delays and time extensions were caused by unexpected climate change, road accessibility, plan modification and unavailability of construction materials in the market.<br/><br/>There were two approaches used in evaluating contractors which were the Modified rating Scale and the Contractor’s Performance Evaluation System (CPES) Checklist. The Modified Rating scale has four basic assessment factors such as technical performance, cost control, schedule or timeliness and safety and risk management with ratings of (5) exceptional, (4), very satisfactory, (3) satisfactory. (2) unsatisfactory and (1) poor. The CPES Checklist has an evaluation criteria of workmanship, materials, time. Facilities, environmental safety and health, and resources deployment. Criteria was based on the status of the construction either the project was on-going or completed.<br/><br/>Under the modified scale rating, 5% of the contractors got very satisfactory rating, 42% got satisfactory rating, and 53% got unsatisfactory rating. Using CPES checklist, 12% got an outstanding performance, 47% got a very satisfactory performance, 6% got a satisfactory performance, 6% got unsatisfactory performance and 29% got poor performance.<br/><br/>Comparing the two results of the two methods, 6% of the contractors got the highest rating, 26% got very satisfactory, 24% got satisfactory, 29.5% got unsatisfactory and 14.5% got the lowest rating.<br/><br/>It is recommended that the results of this study be one of the considerations in awarding and disqualifying contractors who Is applying for the awarding of bids and handling the infrastructure projects.<br/><br/><br/> |
