Cavite State University, Indang, Cavite. May 2018. Adviser: Dr. Famela Iza Cabe-Matic.<br/>The study was conducted from October 2017 to May 2018 in the targeted areas of Indang, Cavite. It aims to determine the causes of traffic congestion in terms of traffic engineering, particularly to poor maintenance and physical inadequacy, as well as other factors resulting to human error, and the level of traffic enforcement, as perceived by the respondents. The respondents of this research are the community sector, which includes drivers (Sec. 3, R.A. 4136), commuters, street and sidewalk vendors, students, store owners (nearby the roads affected of traffic congestion)and bystanders in the roads. Pertaining to public officials, it includes traffic enforcers, police officers, and barangay police of the targeted areas to be observed.<br/>The study utilized a descriptive-correlational method by personally distributing survey questionnaires to the respondents, asking them to answer the questions in the research problem according to their perception. The researchers asked 200 respondents, majority are commuters and drivers, few are business owners and sidewalk vendors, and due to their limited total strength, only 10 percent are the personnel in-charge in the traffic management system.<br/>The results revealed that committing human error is the main factor that causes traffic congestion as perceived by the community participants and public officials next are the samples shown in the traffic engineering. In terms of perceived causes of traffic enforcement system, traffic control deficiency and non-compliance enforcement action <br/>were resulted from the decreasing of the effectiveness of enforcement system which is highly encountered difficulty.<br/>Finally, the comments and suggestions given by the community participants and public officials focus more on enforcing the insufficiencies as shown in the traffic engineering. In order to strictly implement the traffic rules and ordinances as a discipline to be followed and conducting seminars for traffic enforcers, drivers and operators regarding the traffic rules and ordinances of the municipality.<br/> |
