VIAÑA, AVON CECILLE PEREA. Agricultural Diplomatic Initiatives of the Philippines and Thailand in Relation to South Korea: Implications for the Philippines. Undergraduate Thesis. Bachelor of Science in International Studies major in Korean Studies, Cavite State University, lndang, Cavite. April 2010. Adviser, Dr. Ruperto S. Sangalang.

This study was conducted to: (1) identify and describe the agricultural policy initiatives of the Philippines, Thailand and South Korea in terms of agricultural agreements; (2) compare the agricultural development of the Philippines, Thailand and South Korea using (a) agricultural production and yield of paddy, soybean and maize (corn), cassava and sugarcane from 2003-2007; (b) labor force in agriculture (2003-2007); and (c) Gross Domestic Product and Agriculture, Value Added (% of GDP); and (3) recommend possible policy initiatives for the Philippines as a result of comparing policies and development of Thailand and South Korea.

Analysis was done in comparing the diplomatic initiatives of the Philippines, Thailand in relation to South Korea. Secondary data were gathered from the Department of Foreign Affairs, Asian Development Bank, National Library and also from the official websites of the Ministry of Agriculture and Cooperatives of Thailand, Department of
Agriculture of the Philippines, Food and Agriculture Organization and UNESCAP. The data gathered covered the years 2003 to 2007,

The Philippines and Thailand have different initiatives related to South Korea in terms of agriculture. The agreement between the Philippines and South Korea dealt with the promotion and development of agriculture. This also includes scientific and technical cooperation between the two countries through mutual assistance in the areas of research and development, technology transfer, education and personnel training. Meanwhile, the objective of the agreement of Thailand and other ASEAN countries with South Korea was to start freeing up barriers to trade in goods as part of plans to create a free trade area by 2012.

Thailand showed a great advantage over the Philippines and South Korea in terms of the agricultural development as well as in the production and yield of selected crops, and labor force in agriculture Meanwhile, the Philippines came first in terms of
the percentage of contributions of agriculture value added on the gross domestic product.

In terms of new diplomatic initiatives, the Philippines should look into the possibilities of seeking openness in the application of international standards and rules
and regulations as these apply to agricultural trade. The Philippines, through agreements with more advanced countries, can enhance its production capability through the establishment of modern research laboratories, application of technologies, value-adding and appropriate marketing and trade of agricultural products. |
