Summary, etc. The case study was conducted to describe the Santa Rosa City’s BJMP in terms of: a) historical background, and b) location and its lay-out, c) organization and management; describe the livelihood program for inmates in terms of its production, promotion, marketing and pricing of products; determine the problems it encountered; present the SWOT analysis of Santa Rosa City’s BUMP; and propose possible solutions to the problems being encountered.<br/><br/>The study used both primary and secondary data from the Santa Rosa City Bureau of Jail Management and Penology. Primary data were obtained from the 20 inmates as participant-respondents. The data collected were analyzed descriptively.<br/><br/>Santa Rosa City Jail is located in 212 Rizal Boulevard, Barangay Tagapo, Santa Rosa City in the Province of Laguna. It has a three-story building with a well-planned lay-out. Male inmates used the multi-purpose room on the third floor while female inmates worked in one of the rooms in the female dormitory.<br/><br/>The BJMP in Santa Rosa City is manned by qualified personnel with a comprehensive organizational set-up.<br/><br/>Five composite projects of the BJMP livelihood program has been studied, namely: paper mosaic production, lantern making, beads apparel making project, basket weaving and door mat making project, and silkscreen printing project. Major livelihood line- products were shown as exhibits.<br/><br/>The production, promotion, and marketing of the livelihood products are synchronized. The pricing of products and the sharing scheme of the proceeds are established wherein after all expenses had been deducted, a 50-50 sharing between inmates and the Santa Rosa Jail Cooperative.<br/><br/>Major problems experienced by inmates relative to the livelihood program are production-related such as lack of area for production purposes, unavailable raw materials so that the bulk orders are not met and lack of BJMP personnel to supervise the inmates.<br/><br/>SWOT analysis indicate that more strengths and opportunities are perceived than the weaknesses and threats.<br/><br/>The proposed solutions to problems being encountered are as follows: 1) additional working hours during night time shall be scheduled during the period when a particular livelihood products are in demand and with bulk orders. However, overtime expense shall be allotted for the overtime of BJMP personnel who will be assigned to supervise the production process; 2) strengthen the procurement process and see to it that the suppliers of the needed raw materials are also committed to support the program, 3) training of more interested inmates t> augment the production when some of the inmates could not do their job due to illness and attending the schedule arraignments and/or court hearings, and when the inmate has been acquitted from the case and subsequently released from the jail; and 4) persistent request to BJMP concerned offices and LGU Santa Rosa City shall be made to augment the personnel requirements in the jail. Likewise, requiring the current personnel to perform overtime services just to have enough personnel to supervise the inmates performing their livelihood activities and manage the conduct of the livelihood program.<br/><br/><br/><br/>
