Abstract: ACERON, APRIL V. A Review Regarding the “No Plate, No Travel” Policy Implemented to Brand-new Vehicles in Cavite. Bachelor of Arts in Political Science, Cavite State University Indang, Cavite, April 2016. Adviser: Aldrin P. Baes The research paper titled “A Review Regarding the “No Plate, No Travel” Policy Implemented to brand-new Vehicles in Cavite” was conducted to determine the views of the Brand-new vehicle owners, car dealers and Land Transportation Office (LTO) regarding the Memorandum Circular No. AVT 2015-1927. The research paper determined the constitutionality of the said policy. The research study also identified who has the greater responsibility on the Memorandum Circular No. AVT 2015-1927. The Study was composed of 46 participants. Forty individuals from the selected cities and municipalities who owns a brand-new vehicle, two individuals from two different car manufacturers and four representatives of Land Transportation Office (LTO). The study employed descriptive, narrative design and policy analysis to review the Memorandum Circular no. AVT 2015-1927. The researcher rooted all the significant information from the collected survey questionnaires. Majority of the participants was in favor of the newly-implemented law, on the other hand, the majority also believes that the right to property and the right to travel are being deprived by the said policy. The survey also shows that Land Transportation Office is the most responsible agency for the said memorandum. Since the result of the study is provided, the researcher recommended solutions that might help the involved participants of the Memorandum Circular No. AVT 2015-1927. The owners of the brand-new vehicles are recommended to obey and follow the road safety rules since they are road users. The car dealers were recommended to register vehicles after purchase and not in bulk. The Land Transportation Office was recommended to review every details of the implemented policy.
