Thesis Adviser: Mr. Alexander C. Rodis This study was conducted at the Provincial Government of Cavite to determine the features and components of the Provincial Government website. This Study also assessed the implications of Cavite Provincial Government’s website on the promotion of good governance and delivery of services. Also, this study determined the status of the Provincial Government’s website based on the UN-ASPA Five Stages of E-Government Progress. The study involved a total of 286 users/clienteles who were transacting in the government of Cavite. Also, key informant interview were conducted for the 10 staff/employees of two different offices in the Provincial Capitol. In addition, the participants were chosen through purposive sampling and stratified random sampling. In this study, both quantitative and qualitative approach were used. Descriptive-\ narrative design was used in the qualitative part of the study. The contents of the website were analyzed using the types of information presented. The data gathered were computed and analyzed using mean, percentage and standard deviation. The features and components presented were categorized into five components with relevant information. These components are as follows: awareness of the citizens and understanding of community characteristics, transparency and accountability of government in services, efficiency and effectiveness in service, awareness of policy making process, and interaction between the government and the citizen. The interviewees affirmed that the status of the Provincial Government website of Cavite is currently in the second stage of the UN-ASPA Five Stages of E-Government Progress. Substantial features are present up to this stage and no features on the website are accessible in the last stage. However, the users/clientele were experiencing good implications of the e-services rendered by the government of Cavite. It provides public services efficiently, and the e-services creates a linkage between the government and the people which leads to good governance.
