The study was conducted to determine the household perception on the usefulness of allocation and utilization of Development Fund in selected areas of Cavite from August to October 2017. Specifically, this study aimed to: determine the amount of budget allocated for the Development Fund in selected areas of Cavite from 2013-2016; identify the Program/Projects/Activities funded by the Development Fund on Social Development, Economic Development and Environmental Management; determine the socio-economic characteristics of local citizens and their households; determine the priority needs of the local citizens in selected areas of Cavite; determine the usefulness of the PPAs funded by the Development Fund as perceived by the local citizens; and determine the PPAs to be funded by the Development Fund from 2018-2020 on Social Development, Economic Development and Environmental Management. Descriptive research design was used in the study. A total of 200 households participated in the study. The statistical tools used were percentage, mean of grouped and ungrouped data, simple annual growth rate and ranking. Tanza had the highest budget allocated to Development Fund, while Mendez had the lowest budget for the year 2013. In 2014, Carmona had the highest budget allocated to Development Fund, while Mendez remained to have the lowest budget. However, during 2015 and 2016, Tanza had the highest budget allocated to Development Fund and still Mendez had the lowest budget for Development Fund. Carmona was able to utilize their Development Fund with an average of 95.51 percent of the budget used among PPAs, while other municipalities were able to utilize up to 70 percent. First class municipalities among the five study areas tend to have higher budget for Development Fund compared to other municipalities. Social Development sector had the most number of PPAs funded by the municipalities, while Economic Development sector had the highest budget. Environmental Management is the least priority of the LGUs. Most of the local citizens want LGU to prioritize Drug Abuse Control, Livelihood Programs and Solid Waste Management. The different PPAs under the Social Development, Economic Development and Environmental Management are perceived by the household as always useful and had constantly answered the needs of the citizens. It is recommended to the future researchers to take into consideration several factors like political, classification of municipalities/cities, and the status of completion of different PPAs.
