The study was conducted to determine the progress and improvements of the LGU's in Cavite in terms of revenue and expenditure in the previous five years that additionally bring information for the people of a particular municipality or city. Specifically, it aimed to: describe the demographic profile of the towns and cities in Cavite, the sources of revenue generated in towns and cities in Cavite, the actual expenditure of the towns and cities in Cavite, the projects and programs in different services of towns and cities in Cavite and determine if there is a significant difference in the performance of different towns with same classification and also the cities in Cavite in terms of Income generation and annual expenditure from 2013 to 2017. The descriptive quantitative research design was used in this study. The research instrument used in this study was the questionnaire. The study had a total of 23 towns and cities target participant but only 19 towns and cities in Cavite cooperated in providing data namely — Cavite City, Imus City, Dasmarinas City, General Trias City, Trece Martires City, Tagaytay City, Bacoor City, Kawit, Noveleta, Rosario, Carmona, Silang, General Mariano Alvarez, Amadeo, Indang, Tanza, Alfonso, General Emilio Aguinaldo, Magallanes, Maragondon, Mendez, Naic, Ternate and Silang. The data were analyzed using statistical tools such as frequency count, mean, one-way anova and percentage. The Internal Revenue Allotment (IRA) was the main contributor in terms of external revenue in the towns and cities in Cavite and local taxes was the main contributor in terms of internal revenue in the total income of towns and cities in Cavite. The expenditure of towns and cities in Cavite were divided to five services namely- general public, social welfare, economic, health, environmental and other services which contains the projects and programs that had been implemented by the towns and cities in Cavite. The highest expenditure among the services considered in the study was the general public services because some towns and cities combined their health and environmental service to their general public services and it is the most beneficial for the citizens under their jurisdiction. Based on the results of the study, there was a significant difference among the towns with the same classification and the cities considered in the study in terms of income generation and expenditures.
