Implementation of the DILG Memorandum Circular 2017-114 Entitled Guidelines in Monitoring the Functionality of Violence Against Women Desk Officers in Selected Municipalities in Cavite. Undergraduate Thesis. Bachelor of Science in Criminology. Cavite State University, Indang, Cavite. June 2022. Adviser: Famela Iza Cabe-Matic, PhD. A study was conducted from November 2021 until March 2022, to assess the implementation of the circular on Violence Against Women (VAW) Desk Officers in selected municipalities in Cavite. This study aimed to: (1) determine the sociodemographic profile and qualifications of the VAW Desk Officers in selected municipalities in Cavite; (2) assess the level of implementation of the Department of the Interior and Local Government (DILG) Memorandum Circular 2017-114 on the functionality of VAW officers in handling VANN cases; and (3) conduct a comparison of the chosen municipalities within the same classification of municipalities in Cavite. Descriptive research design was used in the study. The study used document analysis of the preliminary data gathered by the standard guidelines of the DILG Memorandum Circular: 2017-114 on the functionality of the VAW Desk and a short interview to the VAW Desk Officers in the 36 barangays of Indang and 32 barangays of Alfonso, Cavite. Frequency count, mean, and percentage were used to analyze the data. The participants were college graduates, female, 51 years old and above, 51 and above years in residency, elected as Barangay Kagawad, and attended 10 and above seminars. Both of the two chosen municipalities got an overall rating above 80 percent which corresponds to the "ideal" functionality of VAW Desk Officers in handling VAW cases with regards to level of implication set forth by the DILG Memorandum Circular 2017-1 14. Moreover, Indang got 81.38 percent compared to the municipality of Alfonso which got 84.50 percent. This manifested that the Indang needed more attention, incomes for establishments and resources to give a quality service in assessing the victims. In terms of accomplishment, Indang has the higher mean rating compared to Alfonso even though Indang is lacking when it comes to establishments and resources they are still able to pass or submit their quarterly report. Alfonso who got the highest mean rating in establishment and resources but they are not able to pass or submit their quarterly reports. Indang and Alfonso's Violence Against Women (VAW) Desk Officers should attend more seminars/webinars, training, and workshops on handling VAW cases. Seek additional funding to establish a separate room or VAW office dedicated solely to VAW-related cases, and invest in technology and resources such as a camera, tape recorder, and computer for proper documentation, as well as to secure and organize the logbook and forms stored in a separate cabinet for privacy and security of victimsurvivor information. VAW Desk Officers should provide flowchart regarding VAW Assistance and integrate engagement programs pertaining to Gender and Development Planning, Gender Sensitivity Training, and other VAW-related regulations to spread awareness in the community. Municipalities of Indang and Alfonso to create a recognition program on the "Best or Top Performing Barangay VAW Desk Officer".
