Baltazar The title of the research is "IMPACT OF BAYANIHAN TO RECOVER AS ONE ACT 2 (RA 11494) TO MICRO BUSINESSES (PERSONAL CARE SERVICES) IN THE CITY OF DASMARIÑAS, CAVITE 2020-2021 "was conducted in March - May 2022 to find out how Bayanihan II is effective as an Economic Recovery Plan policy that aims to draw attention to the business sectors that have long been affected due to Covid-19. To answer these questions the researchers developed specific questions to be answered: (1) classification of businesses regarding their length of service, annual income, and number of their employees to more accurately select the participants on the local government's list of registered businesses; (2) find out the capacity and action of the government in implementing and responding to the changing situation of businesses during the pandemic; (3) find out what their situation before and during the implementation of Bayanihan II; (4) on how Bayanihan II made an impact on Sustainability, Recovery and Operation; and (5) what they can say about the law, situation, procedures and what they can recommend in the event of a pandemic. Selecting six qualified participants based on their identity details, the researchers selected a few barangays with a high percentage of people in Dasmariñas city. Of the six participants here, two are Managers while four are Owners from Barangay Salawag, Salitran, Paliparan 3, and Sampaloc I. Research shows that Bayanihan I was not successful as an Economic Recovery Plan in lifting the economy due to lack of proper implementation, lack of substance of the law, lack of informing the citizens on their rights and privileges pertaining to the policy, inaccessible grants and loans, and the slow government action and process. They may have had the benefit of the law, but it was not enough for them to get back into operation and to prevent an economic collapse. The people demand a more effective and efficient policy, so that they can feel that they are being helped by the government.
