The study was conducted from March to April 2022 in General Emilio Aguinaldo, Cavite to analyze the implementation of the financial independence provision of Republic Act 10742, otherwise known as the Sangguniang Kabataan Reform Act of 2015 in the 13 barangays of the local government unit of Gen. E. Aguinaldo, Province of Cavite. Specifically, it determined the level of agreement of the concerned SK Officials and Barangay Officials to the financial independence provision of the law; its effects on the concerned local government unit and discovered factors that the congress may consider in revisiting or monitoring the aforementioned law. In this study, the researchers used a mixed method as they collected and analyzed both quantitative and qualitative data. The descriptive approach was used in the quantitative section while thematic analysis in the qualitative part. Moreover, the researchers conducted an interview of the Sangguniang Kabataan Chairperson, SK Treasurer, Brgy. Chairperson, and Barangay Treasurer for each of the 13 barangays together with Municipal Local Government Operation Officer, Local Youth Development Officer, Municipal Accountant, and Municipal Budget Officer to gather data for the development of the study. Researchers found that the financial independence provision of the SK Reform Act was being implemented to empower the youth in LGU of General E. Aguinaldo. Likewise, it was also revealed in this study that the Sangguniang Kabataan complied with the financial independence provision of the SK Reform Act as mandated by the law. Sangguniang Kabataan Chairpersons and Treasurers, Brgy. Chairpersons and Treasurers along with selective appointive officials also agreed that the projects, programs, and activities that are being funded by the Sangguniang Kabataan aim at youth empowerment and youth development. The researchers also looked at the effects of the law's financial independence provision on the LGU per se and ascertained that this provision influenced the Sangguniang Kabataan officials to be more responsible and accountable in money matters especially since it requires full commitment to serving and empowering and developing the youth by allocating funds to the activities, projects, and programs. In part due to the SK Reform Law, youth participation and representation were being enhanced for it create room for the enhancement of mechanisms for youth development at the barangay level. Lastly, all the respondents suggest that the legislature might consider giving honoraria to the SK member, Sk Secretary, and especially to the SK treasurer. It's not just because they should be compensated for the efforts, they are giving but because it will also be one of the keys so that SK officials will become more motivated in working on their responsibilities as mentioned in the law.
