Skilled workers are an asset in the construction industry as they play a large role in developing a business* reputation and success throughout project execution. The objective of this study is to assess the factors causing skilled worker shortages as well as the strategies implemented by construction companies to reduce the negative impacts of manpower insufficiency. in this research, there are 15 pre-identified factors and 10 pre-identified strategies that were collected on a thorough literature review and discussion with selected previous research in foreign countries. A survey questionnaire was distributed among 120 construction employees from 25 participating construction companies across different parts of Cavite. The relative importance index was used to find out the significant and most considered factor among the pre-identified factors affecting skilled worker shortages as well as the strategies used by the participating construction companies. The results accomplished from the survey revealed that the top five major factors contributing to skilled worker shortages (based on the preidentified indicators, ranked from the most contributing factor with relative importance index values) namely, work abroad opportunity (0.767), low salary (0.765), lack of experience (0.730), aging workforce (0.723), and inadequate training measures (0.720). Additionally, the survey showed the five most implemented strategies used by construction firms to address the skilled worker shortages (in accordance to the preidentified strategies, ranked from the most used to least used strategy with mean values) specifically, overtime (4.092), encourage multitasking/cooperation (3.808), immediate acceptance of applicants (3.683), ensure safe working conditions (3.625), and good employer-worker relationship (3.592). Based upon these findings, this can
help the construction firms particularly contractors in creating a suitable technique to effectively address the manpower insufficiency.
