Abstract: DIMERO, ROWENA ANDRADE Training Needs Assessment of Municipal Mayors in Cavite and Batangas. BS Thesis. Bachelor of Science in Develoment Management Major in Training Program Management, Cavite State University, Indang, Cavite April 2002. Adviser: Dr. Marietta C. Mojica. The study was conducted to assess the training needs of municipal mayors in Cavite and Batangas. Specifically, this study aimed to describe the demographic and socio-economic profile of municipal mayors in Cavite and Batangas; determine the actual administrative and managerial duties of municipal mayors; identify the training needs of municipal mayors; determine the problems encountered by municipal mayors in performing their administrative and managerial duties; develop training design based on the most frequently identified training needs of municipal mayors in Cavite and Batangas. The ages of municipal mayors ranged from 24 — 77 years with a mean of 49 years. Majority (96%) of the municipal mayors were male and married. Eighty six percent were college graduate and had a mean household size of five members. The municipal mayors had monthly income ranging from ₱16,730 — ₱24,609 with a mean of ₱20,283. The major sources of family income from non-farm sources such as extra wages of the respondents from other companies, wages of wife, pension, business and investment. The monthly gross family income of municipal mayors ranged from ₱16,730 —₱78,000 with a mean of ₱29, 876.28 One hundred percent of the municipalities in Cavite and Batangas had municipal development plans. Majority (73%) had short-term plan, medium-term plan and long-term plan. The committees/persons involved in the preparation of municipal plans were the municipal planning and development coordinator, department heads, sangguniang bayan, and municipal engineer. Municipal mayors ranked and prioritized the needs of the people in the community to determine which projects or activities were to be implemented first. In determining people who were to be involved in the projects, municipal mayors trusted the contractors and the municipal engineers to determine capable people to work for the projects. In terms of ensuring that projects and activities were finished on the target date, municipal mayors supervised the projects closely and conducted regular monitoring to ensure that their projects were finished on the target date. In linkages, more than one-half of the municipal mayors had formal linkages with foreign and local institutions, they got financial support from these institutions as their nature of linkage and they revealed that the manner of establishing these formal linkages was through referral of political persons. Lack of budgetary support from the government was the most frequently mentioned problem encountered by municipal mayors in planning and implementing certain projects and activities, and the major problem they encountered in the performance of their overall administrative and managerial duties was budgeting. With regard to the training needs the most frequently identified training needs of municipal mayors in Cavite were on staffing, directing and controlling. On the other hand, the most frequently identified training need of municipal mayors in Batangas was on budgeting.
