Abstract: SILAN, ERNAILYN, Co Training Programs and Development of Skilillis and Perspectives of Barangay Councils in lindang, Cavite. Undergraduate Thesis. Bachelor of Science in Development Management major in Training Program Management. Cavite State University, Indang, Cavite. April 2005. Adviser: Mrs. Nelia E. Feranil. This study was conducted in Indang, Cavite from December to February 2005, to identify the socio-economic characteristics of the barangay council memberss in Indang, Cavite, identify the various training programs/seminars attended by the members of barangay council, determine the skills developed by the barangay council members based on their state of development through attending trainings/seminars, determine the perspectives of barangay councils members regarding on training programs and community development, determine the problems encountered regarding training programs by Barangay Councils in the performance of their duties and functions. A total of 150 respondents were interviewed in Indang, Cavite using the structured interviewed schedule to collect the data needed in the study. The data were analyzed using frequency count, percentage, ranking, range and mean. Majority of the respondents were male and married with mean age of 44. Almost all of the respondents had formal schooling. However, majority had reached high school level only. More of the respondents were serving their respective barangay for almost five years. However, majority of the barangay council members had an income ranging from Php 1,300 to Php 1,500 with mean income of Php 1,807. Almost all of the respondents have attended different trainings and seminar. Majority of the barangay council members attended Barangay/Local Government Seminar, Basic Health Care Program, Technology Program, Waste Management Training, Livelihood Training Program and Leadership Training Program. By means of attending training and seminars almost all the barangay council members developed their local management skills. Majority of the respondents expressed their satisfaction on their jobs as member of their barangay council and also they were also satisfied with regard to evaluation of their barangay. Majority of the respondents did not meet any problem in attending training programs. Likewise, in attending training programs, majority of the respondents did not meet any problem in the performance of their duties in the barangay. Based on the result of the study, the following conclusion were drawn: most of the barangay council member were male, were middle aged and acquired formal schooling; most of the barangay council members were satisfied with their job and the condition of their respective barangay; the respondents expressed their views regarding the training programs attended. Knowledge and skills acquired in the training program, in order of rank contributed to the promotion of health and sanitation, provision for proper development and general welfare of the community, preparation of annual and supplemental budget, enforcement of laws and regulation and maintaining peace and order in the barangay, the barangay council members also expressed their views regarding development of their respective barangays. Equal distribution of benefits to all members of barangay council ranked first followed by equal attention of government to all barangay officials within the municipality. The constructions of barangay hall, roads and basketball court, which ranked third, fourth and fifth, respectively were also mentioned by the respondents to gauge the development of the barangay, and although the barangay council members have attended trainings/seminars it doesn't help them at all because of insufficient funds for the equipment needed. The local government should also be open and be supportive of the ideas and programs of the barangay officials. The local government and barangay officials need to have an open communication and coordination to be able to meet the needs of the people they govern. The author also recommends that residents should be cooperative and should respect the people in position so that they would all achieve their goal to be progressive and uplift their way of living. Furthermore, the author of this study strongly suggest that a more comprehensive study by undertaken about DILG program that should greatly attribute the Barangay Councils benefits to the program of the DILG.
