This study was conducted from November 2014 to February 2015 in selected barangays of Alfonso, Cavite. The participants were lupon members, barangay officials and selected residents of Luksuhin Ilaya, Luksuhin Ibaba, Mangas I, and Mangas II of Alfonso, Cavite. The study mainly focused on the level of implementation and the delivery of services of barangay justice. Furthermore, the relationship between the level of implementation and service delivery were also highlighted in this study. It used descriptive method of research through survey questionnaire. Findings revealed that the barangay justice system in Alfonso, Cavite was sometimes implemented in terms of administrative and operational management. Frequencies of holding meeting and barangay initiated trainings were the least implemented activities, as well as the receiving of budgetary augmentation. Interestingly, the service delivery of lupon was perceived agreeable by the respondents. Likewise, this study revealed that the implementation of barangay justice can affect the delivery of services. It showed that perceptions vary to those implementers (local government) and service deliverers (lupon). Mostly observed low administrative and operation support from the local government, however, service delivery of lupon members were generally acceptable for the residents. They must have considered the efforts and rapport of their lupon but lacks the confidence on the provisions of their local government. Thus, creation of an ordinance intended for the allocation of budget for BJS, strict supervision of the Department of Interior and Local Government (DILG) to the Municipal Local Government Operations Officers (MLGOO), and strengthening of lupon members' capability are highly recommended. More so, the formulation of supplementary or amendatory law that shall fortify the implementation of BJS may be considered for more satisfactory services to the public.
