The study was conducted to identify the diplomatic initiatives of the Switzerland, dal, Germany, United Kingdom, Norway, the Netherlands and the Philippines sards the protection of Filipino seafarers. Specifically, the study aimed to (1) identify azencies of the Philippines and the selected European countries that promote potion and welfare of Filipino seafarers, (2) describe the diplomatic initiatives of the Philippines and the selected European countries that promote protection and welfare of Filipino seafarers, and (3) determine status of the diplomatic initiatives of the Philippines ad the selected European countries that promote protection and welfare of Filipino iinfarers. Descriptive analysis was used to present the diplomatic initiatives of Switzerland, Putugal, Germany, United Kingdom, Norway and the Netherlands and the Philippines fir the protection and welfare of Filipino seafarers from year 2000 to 2010. Secondary datafrom the official websites of the selected European countries, Philippine Overseas Employment Agency, Department of Foreign Affairs, Maritime Industry Authority, and afferent international organizations that deal with maritime policy and security were used It was found out that Germany and the United Kingdom did not have agreements with the Philippines pertaining to the protection and welfare of the seafarers, while Switzerland, Portugal, Norway had one agreement each. On the other hand, the Netherlands had five agreements with the Philippines. Most of the agreements were focused on the issuance of the Certificate of Competency of the contacting parties. This was to make sure that the contracting parties will recognize the certificates issued by both countries. Contracting parties should follow the provisions on the STCW Convention pertaining to the issuance on the Certificate of Competency. All agreements between the Philippines and the Netherlands and Norway were implemented and are still active. The agreements with Switzerland and Portugal were implemented and already expired. The Philippines, Switzerland, Portugal, Norway and the Netherlands are signatories of the Maritime Labor Convention (MLC) of 2006, therefore, the provisions in the said conventions were applied by these countries. Germany and the United Kingdom are not yet signatories of the Maritime Labor Convention (MLC) of 2006. The STCW Convention or the 1978 International Convention on Standards of Training, Certification and Watchkeeping for Seafarers is recognized and implemented in all the selected European countries and the Philippines. Most of the agreements pertain to the issuance of certificates of competencies of contracting parties.
