The study aimed to determine the standard of living of agrarian reform beneficiary and non-beneficiary rice farmers in selected towns of Cavite, namely Maragondon, Naic, and Tanza. Specifically, the study aimed to determine the socio-demographic characteristics of the program beneficiaries and non-beneficiaries; determine the land utilization of the program beneficiaries and non-beneficiaries; determine the support services of the government given to and received by the farmers; determine the standard of living of the respondents; and determine the problems encountered by the respondents. The primary and secondary data were obtained from the answers on the interviews and from the list of names of the farmers from the Department of Agrarian Reform and from the Department of Agriculture and from the related literatures from interne articles, journals, and books. The gathering data were done from December 2015 to February 2016. The data were also presented using frequency count, mean, range, percentages, distribution tables, figures, and ranking.The Z-test was used in order to identify whether there are differences in the variables of the standard of living and of the total volume of rice production cost of production and net income per harvest.
In terms of the standard of living, the Z-test results show that there is no significant difference between the Agrarian Reform Beneficiary (ARBs) and non-ARB households in monthly household income, expenditures, savings, and cost of household conveniences. On the other hand, there is significant difference between the value of dwelling unit of ARBs and non-ARBs. In the farm cost and return, the Z-test results show that there is significant difference between the ARBs and non-ARBs in terms of total volume of production, cost of production, and net income per harvest. However, the results based per 1000-square meter of the total volume of rice production, cost of production, and net income have shown that only the cost of production of the ARBs and non-ARBs have shown that there is significant difference between the two. In terms of food and non-food poverty incidence, the per capita food poverty incidence among the ARB households was higher compared to that of the non-ARB households. The poverty incidences for both the ARB and non-ARB households were also determined. Using the results of the average monthly rice income and of the average monthly net income of the farm, there are more ARB households living below the poverty line than the non-ARB households. However, both the ARBs and non-ARBs have shown a significantly lower number of households living below the poverty line after the monthly household income were taken into consideration. The result implied that the non-farming household members contributed to lower the poverty incidence for both groups.
