This study was conducted in selected upland city and municipalities in Cavite, among 70 SK Councilor and 10 SK Chairpersons who were subjected to interview and survey. Descriptive method was used in this study. The researchers used a checklist-questionnaire method in order to reveal the significant relationship of the variables.
The study was conducted to (1) determine the percentage accomplishment of the SK Chairperson based on their target projects, program, and activities, (2) determine the significant effect between SK Chairperson performance and the accomplishment of their plans and target and (3) determine the significant difference in the perceived level of performance of SK Chairperson when grouped according to their demographic profile.
Majority of the participants were from the age ranging from 20 to 21 years old, male, single, college graduate, unemployed and had a honorarium of 0 — 500.00. The participants assessed the performance of the SK officials with its mandated functions
by the local government committee as good. Instead of accomplishment, the participants perceived that reformation would correct SK’s failures and shortcomings.
There was no significant difference in the performance of the participants concerning the accomplishment of the SK Chairperson when grouped according to profile variables. An action plan was proposed to further improve the performance of the SK officials.
The SK officials may meet at least quarterly with other youth organizations so as to consult and coordinate with them on issues of policy formulation and program implementation. The SK officials may echo seminars to their youth constituents in the barangay or in the municipality on where they attended to disseminate the learning they acquired from various seminars and conferences. The SK officials must be more serious with this endeavor that they entered. They must realize all the learning and skills taught to them by the higher officials so that they would really live up on the purpose on why they were created. The DILG may also evaluate the performance of the SK officials based on their annual and end — of — term reports to see to it if they are performing what they are expected to do. Lastly, the action plan proposed by the researchers may be implemented to make the SK a more effective organization towards local youth participation.
