Presidential Decree 1096 (Adopting a national building code of the Philippines thereby revising Republic Act 6541) is the declared policies or laws of the state to safeguard life, health, property and public welfare. In line with the principles of sound environmental management and control, this law provides all buildings and structures, a framework of minimum standards and requirements to regulate and control their location, site, design, and quality of materials construction, use, occupancy, and maintenance. The main purpose of this study was to analyze P.D. 1096. The research study focused primarily on the implementing rules and regulation of P.D. 1096. Specifically, this study aimed to enlighten the students of BS Civil Engineering about the different policies, guidelines, rules and regulation of the code; determine how this study help the university; and determine the problem and its remedy encountered by the building officials in applying the code. After the completion of the study the researchers found out that this law needs additional provisions to amend. The proper process in securing a building permit has also been clearly discussed in this study. Based on the conclusion, the researchers recommend having campaign for the awareness about building permits. Separate provisions on some code requirement may be made depending on location.
