Abstract: ANICO, JORJA ANGON. Training Needs Assessment of Barangay Officials in Maragondon Cavite, B.S. Thesis. Bachelor of Science in Development Management major in Training Program Management. Cavite State University, Indang, Cavite. April 2002. Adviser: Dr. Anastacia M. Bayas. This study was conducted in selected barangays of Maragondon Cavite to describe: (1) the socio-economic characteristics of barangay officials in Maragondon, Cavite; (2) identify the duties and functions of the barangay officials; (3) determine the training needs of barangay officials; and (4) determine the preferences of the barangay officials in terms of manner, sponsor, venue, duration and location training. The distribution of respondents by barangay was determined by simple random sampling. Data were gathered from 154 respondents with the aid of the prepared interview schedules. The age of the respondents ranged from 17 to 73 years with an average of 44 years old and a standard deviation of 19. Length of experience in work was seven years on the average. Majority of them were male and college graduate. Most of them were married and with an average household size of five members. Most of the barangay officials described their duties and functions. Peace and order was the most frequently mentioned followed by maintenance of cleanliness, community health and organizing activities. Most of the barangay officials encountered problems of lack of cooperation, peace and order, lack of funds, ningas kugon and manana habits of their constituents. The training needs of the barangay officials as ranked according to frequency of mention were: First, leadership. Second social action, Third, livelihood. The most preferred training method was group discussion and the least preferred was case study. The barangay officials wanted government agencies to conduct training for them in their barangay halls with duration of three days. In conclusion, it seems that the barangay officials are aware of their duties and functions. Moreover, they are conscious of the problems that they face in their areas of responsibility. In terms of training needs and preferences, the barangay officials of Maragondon, Cavite needs training on leadership. Conduct of this training program and others should be preferably live-out but the sessions are in their respective barangay halls and should last for three days. They prefer group discussions for training methodology and the sponsor should be government agencies. The study recommends to policy makers and planners that they give weight to their training needs in formulating programs to enhance their capabilities. It is further recommended that the problems elicited from the barangay officials be studied thoroughly and be appropriately addressed. Lastly, it is recommended that similar studies be conducted in the other municipalities of Cavite in order to gather a comprehensive benchmark data on the training needs and preferences and problems of barangay officials in the province of Cavite.

The study recommends to policy makers and planners that they give weight to their training needs in formulating programs to enhance their capabilities. It is further recommended that the problems elicited from the barangay officials be studied thoroughly and be appropriately addressed.
Lastly, it is recommended that similar studies be conducted in the other municipalities of Cavite in order to gather a comprehensive benchmark data on the training needs and preferences and problems of barangay officials in the province of Cavite.
