The National Disaster Risk Reduction Management Plan (Republic Act No. 10121 )
outlines the activities that the government may apply in the case of a disaster, and it has been
widely implemented in our country. However, despite having several strategic plans, challenges
and problems still exist The purpose of this research is to have an in-depth understanding and
to identify the challenges experienced by the Municipal Disaster Risk Reduction and
Management Council on strategizing disaster preparedness and disaster response- The 33
Municipal DRRMCs, 28 Barangay DRRMCs and 367 residents answered the given questions
that are administered through survey questionnaires in order to identify the issues they have
faced. The findings reveal that residents are not taking the training seriously, there is lack of
funds, personnel, equipment and evacuation facilities are overcrowded. Therefore, it can be
concluded that there are lots of challenges that have been encountered by the DRRM officers
despite having lots of strategic plans. This research allows them to identify their difficulties and
present shortcomings in disaster preparedness and disaster response. This study also aids in
