Abstract: PESIGAN- DATO, FELICISIMA. Risk, Challenges and Effectiveness of the Security Management in the Senate of the Philippines. N taster's Thesis. Master in Professional Studies, major in Public Administration, Cavite State University, Indang, Cavite. May 2018. Adviser: Henry O. Garcia, DPA. This study entitled Risk, Challenges and Effectiveness of the Security Management in the Senate of the Philippines was conducted from January to March 2018. Specifically, this study was designed to describe the profile of the participants; identify the extent of effectiveness cat' the security management as perceived by the internal and external clients in physical, personnel, and document and information security; to determine the internal and external challenges faced by the office; to determine the natural and man-made risks faced by the office: to determine if there is a significant difference between the extent of security management in the senate according to the demographic profile of the participants; to determine if there is a significant difference between the perception of internal and external clients on the security management; and to identify the problems encountered by the office. The data utilized the descriptive research method. The survey method is appropriate in this study because it enables the researcher in the formulation of generalizations. This design involved gathering of quantitative data that depict necessary information in the progress of this study. The participants of the study were 213 individuals selected through purposive random sampling of which 106 OSA officers/staff for the internal clients and 107 participants from the other offices of the Senate of the Philippines which include the organic, inorganic, detailed personnel, janitorial services, catering services and guests for the external clients. A number of statistical tools were used in this study such as frequency aril percentage distribution, mean, standard deviation, one-way ANOVA and t-test for independent samples. The study revealed that most of the participants’ age is ranging from 4l to 50 years old majority of them are male and married in status, almost half were college degree holders and most oldie participants served for 21 to 30 years. The result of the study showed that the extent of effectiveness of security management in terms of physical security got an over-all mean of 4.20 as assessed by internal clients and an over-all mean of 3.96 as perceived by the external clients, it can be Cleaned that the participants views about the implementation of such measures as effective. In addition, in terms of personnel security, internal clients perceived that the measures being employed were effective with an over-all mean of 4.13, likewise, the external clients also assessed the implementation of personnel security as effective as seen in the over-all mean o13.95. Finally, as to the extent of effectiveness in term of document and information security, both internal and external clients rated the implementation as effective with the m over-all mean of4.I9 and 3.84, respectively. The findings yielded that in terms of internal factors, majority of the participants faced with limited space for parking areas while more than three-fourths of them believed that rallies/demonstrations are their main concerns with regards to external factors. The findings also show that the participants believed that earthquake is the main risks they faced may experience arid in terms of man -made risks, results revealed that most of the participants experienced rallies or demonstrations. It can be gleaned that there is a significant difference on the extent of effectiveness of physical security policies as perceived by the participants when grouped according to their gender and educational attainment. Likewise, result also showed that there is a significant difference on the extent of effectiveness of personnel security policies as perceived by the participants when grouped according to their gender, educational attainment, and length of service. Furthermore, results also revealed that there is a significant difference on the extent of effectiveness of document and information security policies as perceived by the participants when grouped according to their educational attainment length of service. It can be gleaned that there is a significant difference between the perception of internal and external clients on the security management in the Senate of the Philippines in terms of physical and document and information security policies. Results revealed that in terms of physical security, almost all of the participants faced the problem about lack of parking space. In terms of personnel security, majority of the participants encountered problems pertaining to some employees violating office rules and regulations such as non-wearing of IDs and uniforms. And finally, in terms of document and information security, some of the participants encountered a problem about employees who are not familiar with standard operating procedures in handling document security.
