Evaluating the Effectiveness of the Mayors' Ayuda to the Constituents of the Fifth District of Cavite in Times of Covid-19 Pandemic. Undergraduate Thesis Submitted to the Faculty of College of Arts and Science, Cavite State University Indang, Cavite. Prepared under the supervision of Mr. Rustom Gerard T. Mendiola. Begun in early 2020, COVID19 emerged in different countries and caused an enormous negative impact to everyone, such as health, economy, and even the national security. The authorities has been challenged on how to handle this kind of fortuitous event. Elected officials can use political language to spread propaganda while speaking with the public, with the prolonged country- wide lockdown, global economic downturn as a result of the terrible situation produced by the pandemic, some people lost their employment. People's livelihoods were first impacted, so the ayuda (food) program is a project of the municipalities in Cavite province. This study also highlights the importance of providing a program for the least advantaged individuals so that they can still enjoy their essential privileges. The least advantaged citizens, according to John Rawls, were the ones who lost employment and incomes the most during the COVID-19. This study analyzes how the public officials and authorities in municipality of 5th District of Cavite can adapt and how they can cope up and most importantly, what is the impact of the aid that the authorities gave in the middle of pandemic to the constituents. This article will explore the literature for the concept and history of pandemics; summarizes the key features and discusses the different perceptions prior to the ayuda that the mayors gave to the constituents in different municipality in 5th district of Cavite. The results in this study showed a trivial effect by using a Likert- scale to determine the different kind of experiences of the constituents towards the effectiveness of the ayuda to the participants. Results also revealed that the respondents have adaptive transfer capacities and are able to cope with the pandemic dependently on the ayuda, least advantages constituents however, not satisfied with their experiences. From a researcher’s perspective, this study emphasizes the need to take into account the mayors or public officials on the impact of these pandemic along with the constituents essential needs during this hard times. The study concludes that the most important variables are by giving the aid as soon as possible and by prioritizing the least advantage people, PWDs, Senior Citizen and pregnant women. The researchers discovered that the effectiveness of this program differed from the data collection in this book while gathering information. This research may help political science students, parents, residents of each municipality, and public officials in improving this program, as well as future researchers.
