Cavite State University, Indang Cavite. April 2013: Mrs. Jenny Beb F. Ebo. This study was conducted to analyze the sources and uses of funds of public markets in Cavite. This study aimed to: (1) determine the business characteristics of public markets in Cavite; (2) identify the sources and amount of funds of the public markets in Cavite from 2007- 2011; (3) determine the budget procedures and the people involved in the allocation of the budget; (4) determine the actual usage of funds of public markets in Cavite; and (5) compare the sources and uses of funds among public markets in Cavite. This study covered the public market in all the municipalities in Cavite. These are Alfonso, Amadeo, Bacoor, Carmona, Dasmarinas, Gen. Emilo Aguinaldo, Gen. Mariano Alvarez, Gen. Trias, Indang, Imus, Tagaytay, Trece Martires, Kawit, Magallanes, Maragondon, Mendez, Naic, Noveleta, Rosario, Silang, Tanza, and Ternate.Primary data were gathered from the public market administrators through interview to identify business characteristic or the profile of public markets in Cavite.Secondary data was collected from the Municipal Budget Office, Municipal Accounting Office, Municipal Planning Development Office, Provincial Budget Office, and Municipal Public Market Office from 2007 to 2011 Descriptive method was used in analyzing the data on sources and uses of funds. Tables and figures were used to present business characteristics, source of funds, and uses of funds. Average, percentages and graph were used to present the annual amount of funds collected and its use. The business characteristics are defined into different terms such as, area of the market, day of operation, market section, number of stalls, number of vendors, number of employees, size of stalls and year in operation. Generally, the sources of funds of public markets come from Local Revenues (including Tax Revenue, Permit and Licenses), Business and Service Income (including income of the market), Internal Revenue Allotment (IRA, from national Agency), 20% Development Fund, and Loans from the Banks and Funding from congressmen (for the general infrastructures). The funds of public markets were used for the expenditure in Personal Service, Maintenance, and Other, Operating Expenses and Capital Outlay. The budget procedures had a several stages. First it will issue budget call, then conducts budget forum, prepares and submits budget proposal. After that, next is conducting budget hearing, then submits executive budget after the submission, next is for approval for ordinance and lastly for review of annual budget within 90 days after submission. Moreover the people involved in this preparation are the chief executive and finance committee such as budget officer, dept heads, and municipal planning development office.
