Sison The study attempted to analyze the operationalization of the training and visit (T and V) system in Thailand in order to derive some policy implications for the improvement of the National Agricultural Extension Development. Data were gathered from 281 respondents including 75 extension agents, 140 farmers, 27 SMS and 39 extension administrators. Information was also collected through reports, logbooks, notes on meetings and other similar documents. Descriptive as well as statistical methods were used in the analysis of the data. The findings indicated that training, as a component of the T and Vsystem, needed improvement. There is a need to strengthen its administration, management and curriculum including coordination. This need inevitably affected the visit of the extension agents to the farmers. Other aspects vital to the success of the visit, e.g., transport facilities and supervisory system were also described by the extension agents as inadequate. Moreover, problems of budget and personnel management served as constraints in the operationalization of the T and Vsystem. Aspects of the external environment that affected the operationalization of the NAEP were irrigation, marketing, credit and technology. Despite these constraints, however, the implementation of the NAEP brought about an increase in the number of extension staff and the budget. There were also observable increases in the farmers! production and income. The farmers in irrigated area adopted more agricultural practices than those in the non-irrigated areas. Contact farmers adopted more agricultural practices, compared to the small farmers, Availability of irrigation and marketing facilities also affected the farmers' income. The farmers in irrigated arcas were relatively more satisfied with their present kind of life than the farmers in non-irrigated areas. This finding prevailed in areas where irrigation and marketing were made available to the farmers. The findings of the study point to certain aspects related to the operationalization of the T and V system which need strengthening or improvement. An effective training program for the extension agents and the extension administrators or supervisors appear to be in order. An appropriate and practical method to use for the selection of contact farmers must be evolved. Moreover, the selection of EAs should be reconsidered by the DOAE in order to strengthen the personnel management of the system. The management in the central and local levels need the support of research to improve their activities. For the EAs! visit to the farmers, development support communication, especially mass media and group contact, should be used to support this activity. Moreover, it appears that there is a need for integrating all rural development projects to strengthen the T and V system.
