Abstract: TIBAYAN, NEIL BRYAN SALVACION. Performance of the Office of Registry of Deeds in Cavite. Undergraduate thesis. Bachelor of Science in Economics major in Business Economics. Cavite State University, Indang, Cavite. October 2010. Adviser Jenny Beb F. Ebo. The study was conducted in all the Offices of Registry of Deeds in Cavite. The study aimed to: identify the different procedures and steps used in registering land in Cavite; identify the different fees collected in the registration of land and the amount of fees collected from 2005-2009; determine the different classification of registrations and the number of titles issued in Cavite from 2005 to 2009 and identify the different problems encountered in the registration of land in Cavite. The four Register of Deeds of all the Registry of Deeds in Cavite were interviewed regarding their perception on the delivery of services of the four offices while 100 clients were also asked regarding their perception on the delivery of services by the employees of the four offices. Frequency count, percentage and ranking were used in presentation of data. To assess the evaluation of the employees a 5-point rating scale was used ranging from Outstanding to Unsatisfactory. The procedures and steps used in registering land in Cavite were obtained through the definition of the roles and function of the different personnel. The registrants go through three different types of personnel, namely, the Registration Information Officer, Entry Clerk and Cashier. All the other personnel are in charge of facilitating the registration process, namely, the Data Encoder, Examiner, Approver, Issuance Printing Clerk, Scanning Clerk and the Releasing Clerk. The Provincial Registry of Deeds, which is located within the provincial capitol, holds jurisdiction to fifteen municipalities. The total amount of fees collected by the Registry of Deeds of Cavite from 2005 to 2009 was Php110,576,340, Php 117,765,336, Php 183,437,352, Php191,813,772, and Php 185,137,008, respectively. The Registry of Deeds of Tagaytay City holds jurisdiction to six municipalities. The total amount of fees collected by the Registry of Deeds of Tagaytay City from 2005 to 2009 was Php29,367,715, Php 37,629,575, Php 37,919,522, Php40,633,870, and Php41,787,536, respectively. The Registry of Deeds of Trece Martires City is an office of the Registry of Deeds which holds jurisdiction only to the city itself. The total amount of fees collected by the Registry of Deeds of Trece Martires City from 2005 to 2009 was Php12,372,960, Php16,852,692, Php16,347,720, Php17,831,544, and Php19,653,228, respectively. The Registry of Deeds of Cavite City is another office of the Registry of Deeds which holds jurisdiction only to the city itself. The total amount of fees collected by the Registry of Deeds of Cavite City from 2005 to 2009 was Php7,565,376, Php9,861,228, Php10,195,332, Php1 1,382,096, and Php10,864,008, respectively. The top three problems encountered by the registrants were: 1) lack of knowledge about the registration process, 2) presence of fixers and 3) lack of knowledge about the requirements in registration.
