Generally, the study was conducted to determine the status of Gender and Development (GAD) programs in the different barangays of Mendez, Cavite. Specifically, the study aimed to: describe the socio-demographic characteristics of GAD focal persons in the different barangays of Mendez, Cavite; determine the issues and areas of concern considered in the planning and implementation of GAD programs; identify the various GAD programs and projects of the different barangays; determine the implementation and budget allocation of GAD programs and projects; determine how the GAD programs are planned; and identify the problems encountered during the planning, implementation and the resource generation of GAD programs and projects. The study was conducted in 24 barangays in the municipality of Mendez, Cavite from December 2014 to March 2015. Data were obtained through personal interview with the 24 respondents using an interview schedule. Data were analyzed using frequency count, mean, percentage, range, standard deviation, rank, and percentage. Most of the participants were male, married, with mean age of 56 years, high school or college graduate, with an average of 20 years in service in the barangay, and receiving an average monthly honorarium of P3,400. Most of the participants have attended training and seminar about Gender and Development. The preparation of the GAD programs in the different barangays of Mendez, Cavite started only in 2012. The GAD programs and projects were correspondingly grouped as: capability enhancement, education, support services and physical/infrastructure development. In 2012, eight barangays were able to prepare and implement GAD programs and projects. In 2013 and 2014, 18 and 24 barangays were able to prepare and implement GAD programs, respectively. Some of the planned programs and projects of the different barangays of Mendez, Cavite were not successfully implemented because of insufficient budget. Of the 325 planned programs and projects from 2012 to 2014, only 164 projects were implemented. Lack of knowledge about gender and development in general, lack of cooperation of the people in the barangay, and insufficient funds, were the foremost problems encountered in planning, implementation, and resource generation, respectively.
